Fully bookedNATO’s plan to open a liaison office in Tokyo, an idea strongly criticized by China, seems to have been shelved after the French government expressed its opposition. The Western military alliance led by the US seeks to deepen connections with Asia-Pacific allies, prompting concern among some of its member states.
In this seminar, moderated by Bill Hayton, Dr Philip Shetler-Jones talked about the impact that a NATO liaison office in Japan might have on the region’s geopolitics and security, and its challenges, and analyzed what is really behind NATO’s plan for an office in Tokyo.

About the contributors
Dr Philip Shetler-Jones
Dr Philip Shetler-Jones is a Senior Research Fellow at the Royal United Services Institute (RUSI), London. He has a Bachelors and Master’s degree in Japanese Studies from the University of Sheffield, a Master’s degree from the Fletcher School of Law and Diplomacy, Tufts University (where he studied on a Fulbright Scholarship), and a PhD from the University of Sheffield on Japan’s defence policy. He served as military officer (Royal Marines Commando) and as a civilian in peace operations in the Balkans, Africa, the Caucasus and Ukraine with the United Nations, the European Union and the Organization for Security and Co-operation in Europe. He led the International Security and Geopolitics team of the World Economic Forum then prior to joining RUSI he was a Consulting Fellow on the Indo-Pacific at Chatham House, and a coordinator with a project on Europe-Asia security cooperation (ESIWA) for the European Union and German Federal Foreign Office. His research and publications focus on peace operations, Asian security, and geopolitical relations between Europe and Asia.
Bill Hayton (moderator)
Bill Hayton was appointed as an associate fellow with the Asia-Pacific programme at Chatham House in 2015. He is a former BBC journalist, the author of four books on Asia and the editor of the academic journal Asian Affairs. He was the BBC’s reporter in Vietnam in 2006-7 and was seconded to the public broadcaster in Myanmar in 2013-14.
Bill is the author of Vietnam: rising dragon (Yale 2010, second edition 2020) and A Brief History of Vietnam (Tuttle, 2022). He has written two other books: The South China Sea: the struggle for power in Asia (Yale, 2014) and The Invention of China (Yale, 2020) and numerous articles on Asian issues. In 2019 he received his PhD from the University of Cambridge for work on the history and development of the South China Sea disputes. Bill worked for the BBC for 22 years until January 2021 and he is a fellow of the Royal Geographical Society.
